PG: The number of criminal cases started on minors decreased compared to previous years

Thus, in 2018, prosecutors ruled and prosecuted 688 juvenile cases, compared with 798 cases filed in 2017, reads a statement from the Prosecutor General's Office (PG).

As in previous years, most offenses committed by minors are part of the category of offenses against patrimony, with 440 criminal cases commenced, compared to 555 cases in this category starting in 2017.

More and more frequently, juveniles are involved in a series of criminal offenses that affect the life and health of the person. Thus, in 2018, there were 3 cases of murder, 18 - sexual life offenses, 4 - intentional injuries of bodily integrity.

The problem of children committing criminal offenses under the age of criminal responsibility remains, however, alarming, 88 such cases being certified, and in 57 cases juveniles repeatedly committed criminal offenses.

For the offenses, 49 juveniles were detained last year, and the pre-trial detention was applied to 35 juveniles. It should be noted that criminal prosecution of minors is carried out in limited terms, usually within 1-2 months, and in exceptional cases, until sentencing, minors are detained in arrest for a maximum of 7 months.

Prosecutors completed criminal prosecution in 650 criminal cases involving minors, 491 cases being brought to justice.

In 129 criminal cases, the prosecution was terminated in connection with the reconciliation of the parties, and in another 25 cases - it was decided to release the juveniles of criminal responsibility by applying the educational constraint measures.

According to a prosecutor's study, juvenile delinquency is largely due to the lack of supervision by parents or their supervisors, the entourage and conditions in which children are educated, the degradation of moral and spiritual values. Last but not least, a negative impact on the psycho-emotional strain of the child who uses antisocial action has information that abounds in scenes of violence and cruelty, uncontrolled Internet access, films and broadcasts that propagate violence. All this, in the opinion of the specialists, can generate juvenile delinquency, inciting minors to commit antisocial deeds.
