Draft Law on Compulsory Health Insurance Funds for 2021, approved by the Government

During the meeting on Monday, November 30, the Government approved the Draft Law on Compulsory Health Insurance Funds for 2021. Thus, in the draft law on Compulsory Health Insurance Funds for 2021, revenues of over 11.144 billion lei are provided and expenses in the amount of over 11.344 billion lei, with a deficit in the amount of 200 million lei, to be covered from the balance of funds which wil form at the end of 2020.

According to the Ministry of Health, Labor and Social Protection, compared to the amount approved for 2020, it is forecasted to increase revenues by over 2.760 billion lei or + 32.9% and expenditures of compulsory health insurance funds by over two 2.960 billion lei , or by + 35.3%.

For the year 2021, it is proposed to keep the compulsory health insurance premium both in the form of a percentage contribution (9%) at the level of the years 2015-2020, and in the form of a fixed amount (4,056 lei) at the level of the years 2014-2020.

In order to motivate the employees of public medical institutions included in the compulsory health insurance system, it is provided to cover the expenses related to the increase of official salaries by 10% entered into force on April 1, 2020, to cover the expenses related to the increase of official salaries by 30% implemented from September 1, 2020 and the coverage of the expenses related to the increase of official salaries by 30% for medical staff and ambulance drivers (CNAMUP and AVIASAN) from the mentioned institutions starting with January 1, 2021, as well as the expenses related to the increase of 1.5% of social insurance paid by the employer.

At the same time, it is provided to cover the expenses related to the granting of the increase calculated to motivate the staff involved in providing medical assistance to persons who meet the criteria of the case definition COVID-19.
