Parliament voted to amend the state social insurance budget

With 89 votes, the Parliament of the Republic of Moldova approved, during today's plenary session, September 11, the draft law on amending the Law on the state social insurance budget for 2020, in the second and final reading. The project was elaborated in order to specify the revenues and expenditures of the state social insurance budget (BASS) following an analysis of the execution during the year of the dynamics of the categories of beneficiaries and of the average amounts of social benefits.

Both the revenues and the total expenses of BASS for 2020 are specified by increasing by 232,714.0 thousand lei or from 24,339,399.4 thousand lei to 24,572,113.4 thousand lei, respectively.

The expenses related to the protection in case of temporary incapacity for work will be increased, resulting from the level of execution of these expenses during the first semester of the year and, at the same time, from the increase of the average size of the indemnity.

Expenditures for the protection of the elderly will increase, including due to the increase in the number of applicants for the re-examination of old-age pensions for beneficiaries who have completed a contribution period of more than 10 years after the realization of the right to a pension.

At the same time, it is foreseen to increase the amount of expenses related to the single financial support granted to the beneficiaries of pensions and state social allowances, determined by the increase of the single aid from 700 to 900 lei, as well as the biannual indexation of pensions.

Expenditure on the "Family and Child Protection" sub-program will also increase, including those intended for financial support for childcare until the age of three, resulting from the higher number of beneficiaries in the first semester of the current year, as well as the higher amount of allowance.

It should be noted that the BASS indicators for 2020 in the project are harmonized with the indicators included in the draft law for amending the State Budget Law for 2020, being coordinated with the International Monetary Fund.
