The Council of Europe has adopted a new action plan for the Republic of Moldova

The Committee of Ministers, which represents the 47 member states of the Council of Europe, adopted the Action Plan for the Republic of Moldova for the years 2021-2024. The plan aims to bring the country's legislation, institutions and practice further in line with European standards in the areas of human rights, the rule of law and democracy.

In addition to the progress made in the Republic of Moldova, challenges remain in the effective implementation of reforms, including in the field of justice. Under this new action plan, the Council of Europe and the Moldovan authorities agreed to jointly carry out cooperation projects in areas essential to human rights, such as the implementation of the European Convention on Human Rights and the jurisprudence of the European Court of Human Rights at national level.

The action plan aims to build on the work already done in various areas due to previous action plans. These include aligning national legislation and practices with European standards to combat discrimination and gender equality, strengthening the national child protection framework to combat sexual exploitation and abuse of children, increasing the independence and accountability of the judiciary and improving legislation. and electoral practices.
 
According to a statement from the Council of Europe Office in Chisinau, a number of initiatives will aim to reform the penitentiary system and promote alternatives to detention, promote compliance with European standards of media and internet governance, improve data protection and develop law enforcement capacity and other institutions responsible for fighting corruption and money laundering.

Confidence-building measures between divided communities will continue, with a focus on strengthening dialogue and human rights in the region, in full coherence with the Moldovan authorities' policy in this regard.

The Council of Europe and national authorities have agreed to extend their cooperation to new areas, such as legal assistance, mediation and reconciliation in criminal matters, combating drug abuse and illicit drug trafficking, protecting human rights in the health sector and addressing new challenges related to COVID-19 pandemic and its socio-economic impact, especially on social rights. Other priorities will be combating trafficking in human beings, preventing and combating violence against women and strengthening local autonomy.

This is the third Council of Europe Action Plan for the country, following those implemented in the periods 2013-2016 and 2017-2020, respectively. Achievements of the plan completed in 2020 include strengthening the People's Advocate, improving conditions for combating discrimination and promoting equality, as a result of the Council's strengthened capacity for equality, improving the professional level and operational capacity of the electoral administration to hold elections.
